The deliver-to city is missing
The `Deliver to city` element (BT-77) must be provided as soon as the `DELIVER TO ADDRESS` group (BG-15) is present.
Only the issuer holds this value: Factlint reports it and never fabricates it. Test your invoice to find out whether it is affected.
Why this error happens
The rule is conditional: with no delivery address, it does not fire. It penalises the address that was started and not finished — a group opened to hold a site name, without the address that belongs with it.
How to fix it
Complete the delivery address, or drop the group if it adds nothing. Factlint does not remove a business group on its own.
